Continuity in Town Government

When towns with Selectman forms of government have frequent changes in the position of First Selectman they often have problems with continuity in the office.New selectman take office, without full knowledge of committee work and other items that have been under way for years. They often bring new priorities that clash with work in progress.

Killingworths last Charter Revision Committee recognized this problem. They researched extensively the Town Manager form of government as a way to provide continuity. They also considered a four year term for the First Selectman. In the end, they chose to establish three new positions in the new charter to deal with the problem of continuity; added to the charter were: Director of Finance (presently filled), Director of Public Works (possibly with an Engineering Degree) and Administrative Assistant for the office of selectman. The last two positions can only be filled when monies are provided by the Board of Finance and approved at a town meeting.

What is needed in a candidate for First Selectman is an individual with a broad knowledge of the past history of Killingworth who can enhance the quality of life in Killingworth through cost-effective delivery of services consistent with community values.
